SION E-52 to Raw Sugar TRQ Conversion Deadline Extended to Sept 7, 2026

DGFT extends one-time window for converting unutilised Advance Authorisations into duty-free TRQ scheme

SION E-52 to Raw Sugar TRQ: Your Second Chance Expires September 7, 2026

DGFT has extended the one-time conversion window for SION E-52 Advance Authorisations into the raw sugar TRQ scheme until September 7, 2026. If you hold an unutilised AA with a stalled export order, this is your way out, but only if your documentation is complete and correct.

Why this matters now

SION E-52 authorisations allow sugar mills and traders to import raw sugar duty-free, provided they export finished sugar in return. Many of these authorisations were issued when export prospects looked better.

Today, sugar exports face a general prohibition through September 30, 2026, with carved-out exemptions for AAS, CXL-TRQ exports to the EU and USA, government-to-government deals, and pipeline consignments.

In parallel, DGFT opened a separate duty-free TRQ of 10 lakh MT for raw sugar imports under ITC HS 170114, valid until October 31, 2026. The import policy condition is now "Free" subject to conditions (Notification No. 44/2026-2027).

The SION E-52 conversion facility lets you move your unused import entitlement into this TRQ route instead of watching your AA lapse or defaulting on your export obligation. This is not routine housekeeping. It is a one-time financial decision with a hard deadline.

Where applications typically fail

Three issues derail conversions in windows like this.

First, many holders believe conversion happens automatically once they apply. It does not. DGFT will assess your export obligation status under the original AA: fully met, partially met, or outstanding. The conversion process and any pro-rata adjustment to your quantity depend on this finding. The exact methodology is in Public Notice 27/2026-2027 and its corrigendum, not in press releases. Get the primary text before you file.

Second, bonds and bank guarantees tied to your original AA do not vanish when it converts. Some applicants discover too late that they need a fresh bond or an endorsement. That oversight can delay redemption by months.

Third, if you plan to sell the converted quantity domestically rather than re-export it, a reported 5% GST condition applies. Confirm this in the primary notice before you price a domestic sale, because missing this detail turns a duty saving into a compliance problem.
